INTRODUCTION TO INFO SOURCE
Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister for the government-wide administration of the legislation).

BACKGROUND
Parc Downsview Park Inc. (“PDP”) is an agent Crown corporation, which manages the operations at Downsview Park and the Downsview Lands in Toronto, Ontario. PDP owns a 291 acre site located in Toronto, Ontario. It was incorporated on July 17, 1998 under the Canada Business Corporations Act. This former Canadian Forces Base was declared surplus to government needs in 1996.

In November 2012, the Government of Canada authorized the amalgamation of PDP with Canada Lands Company CLC Limited (“CLC”). The objectives were to improve efficiency and financial accountability, clarify governance and leverage CLC’s real property management expertise. The operational amalgamation of these entities has been completed. The stated government objectives of the amalgamation; strengthened accountability, greater efficiency and leveraging CLC real property management expertise are being realized while also maximizing non-financial benefits.

RESPONSIBILITIES
PDP’s mandate is the operation, management and development of the Downsview Lands. The PDP site includes an urban park component and development lands that over time will become a new and innovative mixed-use community. PDP is working within the implementation of the City of Toronto’s Downsview Area Secondary Plan entitlements pertaining to the Downsview Lands.

INSTITUTIONAL FUNCTIONS, PROGRAMS AND ACTIVITIES
In addition to the Downsview development lands, PDP owns and operates a dynamic urban park that combines active and passive elements, reflecting the diverse nature of the surrounding Downsview Community. Visitors are attracted to the Park’s various on-site uses, ranging from education, sports, nature, recreation and cultural events.

PDP has integrated a mix of forests, ponds, trails, active and passive play areas, sports fields, gardens and related uses into the Park. Downsview Park is home to and often hosts various active uses year-round. Tenants located in the business sector of the site add various amenities with diverse programs, activities and services. Indoor and outdoor third-party events held in various locations within Downsview Park draw tens of thousands of visitors each year.

The Discovery Centre is PDP’s educational hub and serves to educate and engage with students, teachers, families and individuals through the organization of various educational offerings, free community events and school programming. As with all of PDP’s educational programs, each relies on the rich natural and cultural heritage of the Park including some of our tenants on site.

INTERNAL SERVICES
Internal services constitute groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. These groups are management and oversight services, communications services, legal services, human resources management services, financial management services, information management services, information technology services, real property services, materiel services, acquisition services, and travel and other administrative services. Internal services include only those activities and resources that apply across an organization and not to those provided specifically to a program.
