City of Toronto Black Creek Sewer Construction Update
In the Fall of 2025, the City of Toronto and the Government of Canada announced an upgrade to Toronto’s Black Creek wastewater infrastructure. This investment will upgrade sanitary servicing, reduce flooding and enhance water quality. It will also catalyze the construction of up to 63,000 new homes in the Downsview area.
What’s next?
The City will set up two temporary construction areas for Phase One of the work:
1. East of the Keele Street / Grandravine Drive intersection over to Tuscan Gate; and,
2. Along the east side of Keele Street from Diana Drive to Wycombe Road.
Both work areas include portions of the City right-of-way and Downsview Park property. As part of this work, some pedestrian access to Downsview Park will be temporarily impacted. Limited tree removal will take place to enable construction of the City’s trunk sewer and avoid bird nesting periods.
